Because its in window, just without the borders, when you open a folder you cant change the res of that particular folder from 720 to 1080. Same concept applies for programs too running in windowed with or without borders.
My Question is why is your desktop set to 720p in the first place?
It's not. It's set to 1080p which is the native resolution of my computer's display screen. The first and third options are self explanatory.
The second option however (in the case of FFXIV) fills your screen like the "Fullscreen" option, but is technically running in a "Windowed" mode minus the borders. Now while the first option ("window") has several different settings to choose from in terms of resolution (except 1080p), "Borderless Window" (basically a faked fullscreen mode) only seems to have a resolution of 720p. Now since my desktop is set to 1080p, the "faked fullscreen" stretches that windowed display of 720p to 1080p. Now even though it's technically displaying the picture at 1080p, it's still only showing at the same level of detail of 720p.
Anyways, there are other MMO's that allow a "borderless window" to have the same level of detail as a 1080p display while the window is sized to 1080p (Guildwars 2 and TERA for example).

yes, I want to use Borderless Window, but can't get 1080p.

The Height and Width readings don't state the correct resolution while in borderless window mode. Try changing your desktop resolution to 1280x720 while in borderless window mode from the Windows Display control panel.
It seems that there have not been any further posts about this concern being an ongoing issue. Because of this, we are considering it to be resolved. If this does continue to be a concern, please create another thread to further discuss resolutions or contact the Support Center at support.na.square-enix.com for assistance.
