Let Alts be Tenants to apartments and private houses

This, and also allow for private houses to have rooms for tenants available for purchase. If no tenants exist, no rooms needed; if tenants exist, allow 1 room per tenant--available to the tenant after purchase.

So I was replaying through MSQ and am currently in ShB on my alt
Rediscovered Terncliff- a GORGEOUS Mediterranean-like city that I wish to see for player housing; or atleast the cosmetics from the buildings. (doors, windows, pillars, walls, etc.)

Someone had mentioned a cloud partition- I found an in game cloud item that could be shrunk down to be a smaller cloud partition
It's in the dungeon Matoya's Relict when you're fighting the Drippy boss
It summons a rain cloud that you can stand on; I took a screen for reference
