Can anyone enter Shirogane if they enlist in a free company that has a house there?

Yes, they can. Any free company member will be able to teleport to the free company house located in Shirogane, so don't forget to set up the miniature aetheryte in your yard! However, please note that players who do not meet the necessary conditions, such as those that haven't entered Shirogane on their own, or those who have not purchased Stormblood will not be able to exit the housing districts to reach the connected areas!

Thank you so much for clarification, Sicycre! Will you be able to let us know if we can transfer our airship progress from one house to the other if we undergo the transfer process? After spending all of Heavensward perfecting it with a less-than-light-party team, it's the only thing keeping my FC from moving to Shirogane.

Pathways - A new outdoor decor item slot (like the roof/wall/etc).
This would let you create brick, stone, marble, stepping stone, stepping stump, etc pathways from your gate to your door so you don't have to spend a third of your outside furniture on stepping stones.

Can we have the option for a second story instead of the basement for cottages? It's so dark a dreary with no wondows down there. Not to mention there may be lalas hiding behind my bookcases. <shivers>

I've actually thought about using a lala mender permit and hiding them in a corner behind a chair or something.

Or better yet, let us have the wandering lala from Mor Dhona so they can protect our mini aetherite too! But it still has to be creepy or it doesn't work. Lol.
