Would propose a taxation system whereby all are allowed to buy 1 personal home and 1 FC home with no tax, then start piling up taxes by the number of homes owned:
idea: Each additional home is taxed, starting at 5% of the home cost/month (for personal homes), and 15% for FC Homes, as a tax. As quantities of each home type are added an additional 10% tax for each home is added such that more homes is more punitive and more home hoarders will avoid the additional costs. FC homes have to be higher to prevent FCs from pooling at low levels.
See table below. $GIL amounts are based on the above percentages, assuming a typical small home price of 3M Gil. It starts to get very punitive after 5-10 homes/char.
