    Cooldowns...disappearing?

    Why is it that when I use a CD, such as Perfect Balance, Internal Release, or even Invigorate, the skill goes on CD but the effect occasionally is automatically canceled? I notice it happens more often if I am mashing the skill, but I mean what am I supposed to do? It's pretty ambiguous when you can and cannot use an "off the GCD" ability.
