2 handed weapons count as 2 slots and 2x the level, and level rounds down.
2 Handed weapons count as 2 slots because 1 handed weapons come with shields equippable.
E.g. Paladin gets sword and shield
BLM: with 1 handed can wear a shield as well.
WHM: with 1 handed can wear a shield
So when you have a 2 handed it counts as 2 slots to counter pld,blm,whm's posisbilities of having a weapon and a shield.
Consider that two handed weapons count as 2 items in count.

Im a summoner. No Shields and Im using a Crimson Circlet, soo no Cowl. Lets see 12 Slots Total.

Total 815 (870) / 12 (13) = 67.9 (66.15)

For fishers, fishing rods are calculated as one handed.. but fishers don't have any offhand tool even with total ilvl still divided by 13...
Not sure if this is just a bug on SE's side, or if fishers will get an offhand tool eventually...
With the bug being that fishing rods are counted as one handed, but are supposed to be counted as two handed...
I don't know if it counts towards the average item level, but don't forget your Job crystal also strangely has an item level too (it's a default ilevel of 30). Why SE has set an item level on the Job crystal I have no idea - whether it's just a requirement of how they've coded the whole equipment screen that has given an item level to every piece of equipment, and so Job crystals require one as well simply to allow the whole system to work or not I have no idea.
I presume it wouldn't be counted towards average item level though, as we would have had people surely complaining about it by now if it did.

My DRG is i90...but that's an easy one to figure out, since everything slotted is i90...
WHM - All i90, except the head and body (i80)...average ilv of 88 (13 is 88.46; 12 is 88.33)
WAR is i90 Axe, Hands, Legs, Feet, Ring, Bracelets, Earrings. i80 Neck, Head, Body and Ring. i70 Belt. For 12, i85 exact. For 13, 85.38. Either way, i85.
BLM has 3 i90 (Head, Ring and Staff), 3 i80 (Body, Gloves and Neck), rest i70 (Ring, Bracelets, Earrings, Feet, Legs, Belt). 12 - 77.5. 13 - 78.46. i78
Geeze, was hoping for one that there would be a difference between 12 and 13 for more proof for one or the other :\
