All those are major FATE areas before 2.1, no one does FATE as much anymore, that's why those areas are empty. Try going to Revenant Toll, Beast Tribes areas or any of the major cities; Limsa, Gridania Ul'Dah and you'll see it jam pack with players.

You are not naming cities, but quest hubs.

FATE grinding just isn't as appealing an option anymore with dungeon exp having received such a large boost.
The server is as bustling as ever, you are just looking in all the wrong places my friend!

Aaaahhh!! So the 2.1 patch made the difference.

So instead of Fates like all over Coerthas and Ceruleum, where exactly is everybody leveling up?

What duties, quests, dungeons etc to level up? I just got done doing the Aurum Vale

Every dungeon that is appropriate to your level will give a good amount of EXP.
