I've done CT about 12 times now and have only seen 1 person being rude in chat but other than that I haven't see a troll everyone else run.
I think you are over-dramatic.
Report them. If that kind of behaviour is seen to be acceptable by the majority then it will become common place. People need to report it even if it isn't taken seriously by SE now. If enough people put in reports then they might take notice.

While I haven't run into any people deliberately ruining runs myself (Though I do it once per week and I can't take more than that so I just take whatever trash drop nobody wants, ran into plenty of awful players though), it's not that hard to imagine people, particularly a premade, queuing up just to annoy everyone else. I will agree that the 4-hour cooldown on votekicks is completely pointless. What in the actual fuck were they thinking when they added that clause? Are they actually concerned that teams of 3 trolling the DF with continuous votekicks is a bigger concern than single peoples being able to annoy entire groups? Good luck if you have more than one terribad player, too.
My last 3 CT runs have fallen apart due to trolling.
SE could disable the ability for pre-made groups to enter for the time being. Although they will probably be more likely to cap it to one run a week like Coil.
A tank ran around and spammed AoE Taunt at the Behemoth fight, he also got aggro on the boss and turned him against the raid.
