I have target and focus in the center, been trying to switch focus between Garuda and OT depending on phase. I'll try moving the party bar to the center as well.

I feel like when I move through one to avoid slipstream, the other turns to face me (and the raid) and then does her slip stream. Any place I can move to that won't endanger the rest of the raid? For that matter, how do I get close enough to taunt spiny without facing them the wrong way? So far my entire plan is just hoping this doesn't happen and sometimes I'm wrong and kill us all.

There's certainly a lot of things to keep track but you don't need to track all of it at the same time since they all happen at different timings.
Basically, at the start of the last phase:
    - look out for slipstream from garuda and Supprana, and avoid them (you don't care about spiny at this point)
    - then, look out for friction in order to anticipate DWW (again, ignore spiny) and pop your CD
    - right after DWW, the OT (or whoever has spiny) will get 2 stacks, now is the time to pick it up with provoke.
    - Garuda will do another slipstream as you're provoking spiny so you need to get behind garuda. it's also ok to take the hit if it gets too confusing.
    - from there, you don't have to worry about your stacks. you'll reach 2 stacks but the vortex will restart before you can get a 3rd one.

So yeah, many things to track but all in a sequence so you just have to focus on the event that's coming next.
