Cannot speak with Levemete in Little Ala Mhigo

I just found that I cannot speak with Levemete in Little Ala Mhigo. Every other NOC will speak to me like usual, even Grand Company Leves NPC, but the normal levemete (Esmond) will not say anything, preventing me to accept any Leve in that area...

I also can't talk to this NPC. It especially hurts 'cause he's apparently the only level 25 levemete in the game.

Quarrymill offers level 20 and 25 Battlecraft and GC leves, and is the only place for level 20 and 25 Tradecraft and Fieldcraft leves. I don't see any listings for anything except level 20 and 25 Battlecraft and GC leves at Ala Mhigo. I can't check in-game right now because I'm at work, but I do suggest trying Quarrymill regardless.
