Duty Queue Griefing

It's no trolling but it's not by random either. ppl definitely were trying to queue "In Progress" DF but kept getting a fresh new one that's why they withdraw and queue again endlessly until they find one that's in progress. but, by doing so (since there's no penalty - not even a second or two delay before they can re-queue) they just simply abuse the use of it.

Solution: Make it so there is an option to ONLY join a "in progress" duty and then people won't get matched with a tank specifically looking for a "in progress" duty. It's not trolling if that's what they are specifically looking for. The other players just happen to be caught up in a flawed process SE put in place. If SE doesn't allow a specific option to join "in progress only" duties, then it's their fault for this continuing, not the tanks.

Let the tank sit in the queue for 15 minutes waiting for his "in progress" duty.
