This, so much. Please let me commend strangers who are friendly, helpful, or simply awesome, even if I queued with some other people.
All I can give them now is a weaksauce comment that I would have commended them if only I could.
The other thing that will abuse the system is allowng Pre-made group vote for people within the pre-made group.
Outside of that having a pre-made group giving commendations to a solo-er is perfectly fine.

I have thought about this a lot and been victim to people telling me "we'd love to commend you but the 3 of us are in a group together and can't"
I think that the pre-made should have a vote to commend the solo pug, a vote which needs to be unanimous. In the very least that will allow the occasional commendation to slip through to the random player, who, like me, enjoys getting them. The system is great as it is, aside from that small detail. I can throw a commendation out to them, but get none in return? I can do the math, and this scale isn't heavily one sided, actually - but it does seriously dampen the chances of anyone getting commendations by entering a duty with a party. Especially if two parties of 2 enter the duty, bothpugs, where nobody can issue commendations.
What if they added server restrictions to it? Or adjusted the rules somehow to avoid abuse? I don't know the answer, but the current system feels.....awkward.
Even the most expensive clock still shows sixty seconds.
They've already found a ridiculous and simple way to exploit the current system, which makes it a moot point for anybody to argue that it would be too weighted towards PUG players queuing solo getting more votes when the latter just shows those players some appreciation, as the system was (I think) meant to do.
