Second Relic Quest Not Starting or appearing

Hey there. I'm aware of the current issues with people losing progress of their Relic Quests, and I'm wondering if my issue is partly linked with what's happening.

Basically, I completed my Bard Relic quest, all finished and received. HOWEVER! I cannot start a second one with ANY of my level 50 characters. I'm sure I've finished all my pre-requisite job quests, and yet no one will trigger the start quest. I've tried talking with Gerolt, Rowena, even our friend at vesper bay but nothing is happening.

Am I being a moron or am I possibly bugged? I saw that some people were getting glitches where they could not receive their relic. Could the game still think I'm questing? So im stuck in a loop where the game wont realise I want another relic?

To be honest I just hope I'm being a moron and have missed something, but the fact that it wont trigger for ANY of my other jobs is a worry. Thanks for reading!
