Yeah.
There's a world of difference between having powerful mobs being where they are for the sake of warding/guarding/presenting challenge then there is for just slapping them into the scenery to send someone to an early grave when going to the grocery store.

These days if they do go the "beware the monsters" route, they tend to limit it to one big badass thing prowling the zone.
