hes talking about the latency and the fact your skills dont pop when you press the key eve if you are in melee range ... all you see is half the animation of the skill then at half way of the animation it resets and no damage comes out...

do i need to post a video to show what i mean?

Try to use some program like WTFast or Battleping to fix the Latency!
Had the same issue and also considered doing something ranged rather than Melee, but fixing my ping helped and now i enjoy my Dragoon in PVP a lot!

Ok well thank you all I will just keep working on my Dragoon till they fix this stuff or I go back to Swtor.
