From what I've seen so far, I'd say FATEs are still noticeably faster than dungeons even with rested bonus unless you have a wrecking ball crew (not DF). However, the fastest way of leveling it seems to me is Duty Finder Roulette, especially in later levels - I queued for a low level roulette with my level 46 SMN, and got a normal mode Ifrit. About three minutes later, I'd earned 160,000 experience.
So it looks to me - Duty Finder Roulette > FATEs =/> rested XP dungeons, but the gap is much, much smaller than it used to be between FATEs and dungeons.
If you get into the highest level dungeon available while XPing, you can get a hefty chunk of XP from the enemy kills. I believe on my 48 SMN while doing Dzemael Darkhold (the 2nd-highest dungeon available to it) I was getting 3-4k xp per kill.
DF-Roulette with bonus is the biggest bang for your buck but that'll only happen once for you. Also gotta keep in mind the queue time. But Dungeon exp is good so you can definitely suppliment dungeons in while fate grinding but then you're stuck outside of a group during fates.
