    That's largely because SE's "legacy price plummet" program will reduce unsold land prices on Legacy Worlds to 4M/15M/50M by then. That's 1/5th or 1/10th the starting prices.

    Perhaps the two worst things that could have happened from SE's perspective was if land sold quickly (lack of server capacity to handle it) and if Legacy Worlds were in FC houses months before New Worlds could afford it (big PR problem). #1 set prices extremely high across all worlds, and #2 doubled and quintupled it on the Legacy Worlds.
