*wins thread*I'm generally healer, so I scrutinize tanks. They'll get the hearts if they do well and/or "lead" the party.
Otherwise I give commendations based on incredibly specific criteria.
- Were they friendly? Not just "hello" but do we socialize and joke around to some degree?
- Do they help out the first timers? Do they exhibit patience?
- Subligar always get commendations.
- Do they have an "amusing alias?"
- Is their name LITERALLY "Amusing Alias?"
- Anyone from my FC/LS. This actually happened once purely by random.
- Did they invent a particularly creative sob story about why they absolutely need commendations? Hey, I like being entertained!
- I once gave a commendation to a tank because he ran in yelling "For Vanadiel!" Nostalgia hearts.
Mostly, how much are you helping me enjoy the game? That's why we're all here after all, isn't it?
People who talk (real talk, not just a 'hi' and a 'gj' after the dungeon).
People who make my job easier (had a dps offer to handle the adds on the Tonberry King... that was worth a comm, not because I couldn't, but because they offered).
Healers that don't let me die when I am tanking.
Healers that help us to win dungeons that I know are healing intensive.
DPS that can attack things as numbered (when I am tanking and the healer lets me die, or when I am healing and I think the tank doesn't deserve a comm.).
The "Other" dps when I am dps'ing and no one has really done anything to stand out.

Anyone who was actually doing their job correctly/well. I usually don't DF much, except for my daily MS DR run and any Prae/CM runs I may do later in the day for fun/spiritbinding respectively. Especially when it comes to CM, a lot of people who have obviously been in the run before and have gotten higher tier gear, still play very, very poorly. I've had CM runs where I gave no commendations because everyone in the party was just that bad.
My highest rate of commending seems to go to dps usually, simply because they've shown to be smarter than most tanks I get. Tanks and healers are about even when it comes to how many I've thrown commendations at. Socialness isn't big on my list of things to care about when it comes to PuGs, so even if someone doesn't speak the entire run, if they've shown they're good at their class and play smart, they'll usually get a commendation.

I usually get commended every time I do a dungeon. I haven't been in too many dungeons where people forget. Had a dungeon where someone asked to trade commendations lol

Nice question and thread.
First, I always give a commendation unless everyone leaves before I have the time to select anybody. :P
My criteria are, from most to least important:
1) Try to do any role-playing (never happened yet).
2) Being friendly and/or informative.
3) Being the other DPS and volunteering for a task.
4) Doing unusual/funny things.
5) Saying anything besides "Hi" and "Gj" (unless insults or fits of temper).
6) Being a decent tank or healer.
7) Being a decent DPS.
and...
8) If only one stays long enough to receive the commendation, they get mine in any case just for taking the time. I noticed that almost always I receive theirs, too. Great minds think alike, lol.

I don't usually talk in PT's - for me as Tanking if I'm on it - I can't chat or I just lose focus. I try to pull fast and make sure that I'm not wasting anyone's time. I'll say Hi in the beginning but that's about it.
These are the aspects I look for in people too. Not everyone is a social butterfly. Some who are quiet are the best players. I simply choose people based on their skill. If they went out of their way for the mechanics of the fight then I'll give them an award.
/really dislike people who beg for it. If you did your job, you'll get one. I promise.
I feel bad not being able to commendate nice players when I join a duty with my friend. We should still be able to give commendations to the other players. :<

This so much!
I've had several amazing people in my parties that I wasn't able to commend because I was w/ a friend.
It's perfectly acceptable that I cannot commend my friends because we're in a premade group. However, as others have said it is unfair to those players who join up using duty roulette and do an outstanding job.
I hope SE addresses this soon!
but to answer OPs question.
I commend players who are friendly, helpful, and play their role well.
I know it can be difficult to talk in party especially if you're tanking. The game design doesn't exactly encourage party conversation. However, efforts should be made since it really helps make the experience in that dungeon a lot better.

my order (as a healer):
if there is new player in the team (like during roulette)
1/ new tanks who played well
2/ new player who was better than the tank
3/ veteran tank
if no new players
1/ any players that I remember by the end of the run
2/ if no memorable player, to the tank if he did not screw up
