    my god... do you mean i need to do the final part of highbridge fate again? i already did it long time ago
    shit... eastern thanalan is really empty nowadays in my server ; ;

    edit: just finished the final highbridge fate and came back, this npc is still not selling the minion
    so yeah, something's wrong

    Yup, something's wrong for sure. Because I've done the FATE to unlock the Raptor minion months ago... and a friend recently asked me to buy her one last week, and I was able to. As for the Tiny Rat minion, still not there. So, much like autorun, SE has crossed its wires with this one, too.

    just checked again, the npc is still not selling the minion

    edit: ok the npc's selling the minion again
    seems you just need to win the FATE where they summon a boss qiqirn to highbridge
