PvE weapons shouldn't be allowed in PvP

This. If you have AK gear, AF1, etc etc. Go i55 PvP gear. If you've got i90 PvE then stick with it and replace with i70 PvP pieces. It's best to mix and match ofc

As tank who wants morale for dmg over parry and vitality, i disagree.
As a healer who would get focused a lot, i would disagree.
As a dps fighting a team that has any semblance of a clue and switches targets, i would disagree.

If i would run cheese comp and could sleep my way to victory (literally and figuratively) i would agree.
Now does that 50 morale pay off for dps when he already has the rest of his pvp set done and has full pve ilvl90 accesories? Who knows. I'd just mix and match whichever has the most usefull secondary stat.

Morale always helps. Against everything. Focused by 3 guys? Morale is helping against it all, while also boosting dmg. Did you get slept? Bet you're hoping that the kill target has as much morale as he can. Your statement was waaay too broad.

They should consider brackets for 50 caps like average gear scores so a *60~69 group can play each other so you know what to expect when you cue.

Also, 55 PVP set sucks, and I destroy them in 90 PVE set. The miniscule amount of morale doesn't help against the sheer stats of good gear. Should only purchase 55 HQ's if you're replacing Darklight or lower gear.

PvP should be separated by ilvl, not lvl. Thats the problem.

There is no sense lvl 50 PvP because mix players with ilvl 50 and 95, is insane.

iLvl 55 item is no way stronger than PvE iLvl90, Unless the iLvl 90 PvE item has no Parry/Acc then it is stronger than iLvl70 PvE. iLvl 90 flat out beats everything even weapons vs Allagan version when Pentamelded. This is as far as my knowledge as a Rank 22 Marauder can give you. In fact I'd dare say most healer will go for Vit/Determination ring at iLvl 90 cause it is much better than the Healer Accessories available, for Tanks we use STR ones.

If at current stage you come in with full PvE iLvl90 I WILL eat you in 5 seconds flat no question upon CD pop. Not even requiring Full Swing.
