For things like hot keys, it's client-side because people who alternate between PS3 and PC (or possibly just between a desktop PC and a laptop) may want different setups depending on the platform and what kind of keyboard they use for each system. Similarly, HUD elements like window size and position can vary between platforms that have different resolutions, etc. So for some settings, it makes sense for the client to have the setup information, even if it can occasionally cause some hassle like you encountered.

Gear sets, on the other hand, have nothing to do with which system you're playing on. They're about your character and equipment. That sort of thing really belongs server-side. The fact that it too gets stored client-side feels like a poorly thought out hack of a feature.
