It isn't just CT that this happens on but on all HL Roulette dungeons as well. What would work best for me is if you withdraw twice in 10 minutes (on the pop) you get hit with the 30 min penalty.

What's wrong with giving people an option to only find in-progress dungeons? Yesterday someone in my FC had their healer bail on the last boss of Haukke Manor HM, I queued in-progress but didn't find an actual in-progress group until the 3rd pop for some reason (it wasn't the right one, but I helped out the group I landed in anyway). This is a win-win for healers and tanks at least--they get quick tomes, and DPS don't have to sit in queue as long, or abandon dungeons when their healer or tank leaves.
I'd be happy if they added an 'In Progress Only' option, but I would still like a penalty added for multiple withdrawls on pop. You can still get around any DF Penalty except with Crystal Tower (24-man) by having the required party size.What's wrong with giving people an option to only find in-progress dungeons? I like the idea , something like this would help to solve the issue. But this is too strict.
sometimes ppl have to withdraw for any other reasons.
5 withdraws in an half hour = 15 min penalty

If you're so busy or preoccupied that you're withdrawing ~5 times within a 30 minute period you probably shouldn't be online or queuing in the first place. I dislike having my own queue time wasted by someone with poor judgement and time management skills. A harsh lockout for repeated withdraws within a short span of time is more than appropriate if it'll keep people from doing it, regardless of their reason.
With this character's death, the thread of prophecy remains intact.
Put on silly punishments for withdrawing and enjoy your groups disbanding because there are no healers and tanks entering it.
