Luring Lacovie

Since the 12/24 update, Luring Lacovie does not seem to be working properly. I've talked to others in game and we seem to either be getting two Lacovie pops, or Lacovie does not pop at all.

ive had to kill up to 10 turtles for it to spawn as well. Its definately bugged

I just counted. It took me 13 kills to get Lacovie to pop. Something's definitely wrong with this quest.
