The problem appears to be that if 4 players are matched up who all got there via Duty Roulette, they wind up in Sastasha by default, rather than somewhere that's actually random. So, you want the Roulette to be less 'Roulette-y'.
Then, why call it a Roulette in the first place if you want to stack the odds of a "better" dungeon in your favor? The very point of introducing this idea was to give old dungeons new life & help lowbies get through areas that have been left to the wayside by the playerbase at large.
I have been in a full random'ed roulette party and was put in ifrit story mode so that isn't true.

I will say that so far I've been in mostly lower level instances. I've gotten Sastasha, Ifrit, Halatali and Tam-Tara. They appear to be all completely random roulette groups, judging by peoples' gear. No one has had gear remotely appropriate for that level. Everyone is over-geared. We're also usually blowing away everything like the big bad wolf blowing at one of the three piggies homes.

Well, maybe it's not, but it seems to happen to me more often than not. It is pretty funny, though, to be in a group of level 50 players with relics running Sastasha. At the very least, it seems to be heavily weighted towards the level-20-and-under dungeons.
