In general I believe most people are not happy how this works. I kind of understand why its in place, but think it is way to restrictive. However, this is not my real gripe. My gripe is after we downed the last boss the a piece of loot drop I intended to pass on in which I did not need, but everyone in my party left so I got the item and became loot locked.
This needs to be made so unless you actually lot on the item you cannot receive loot. I was in to gear up my scholar and I had no intention of rolling on anything but gear I could have used for that class, instead I got DRG chest drop in which I have the ilvl90 chest piece already. This is very disappointing that I passed on loot I could of possibly used on another class, but opted to pass on attempt to get healer gear.

This not a bug. It is working as intended. All dungeon loot works this way.
This is not a post about need/greed, SE needs to implement for CT that if you don't roll you don't get loot. If no one rolls on an item how it is someone randomly gets an item. Which really is not likely going to happen until the last boss. In general last chest drops you don't want the gear you just leave. If your the last man standing and don't pass, greed, need, or do nothing you get the loot.This for all other instances is fine, because you are not loot locked. But in CT you don't want an item last boss drops and don't hit pass before everyone leaves you are not loot lock with potentially an item you don't want or need.
I am not asking for multiple loot drops from CT. Just for everyone to get a fair chance at getting the loot they want to roll on, not unlucky like I was because they were not fast enough to hit pass at the end.
This sucks when people hang around, and that can and will happen. However, Like in my instance as soon as they chest was looted I popped window up say what it was went to hot pass and before i could click I got it. So this is not always the case.
As well most people who stick around are people who rolled so if they want the loot they will wait. I am sure this was not thought out that well or SE would have not let this occur.
