Kuplo Kopp Not Responding

Sorry if this has been posted elsewhere, but I seem to be encountering a problem with the new main scenario quests. During the quest "You Have Selected Regicide" there is a point where you speak to Kuplo Kopp to spawn a Moogle to escort to the warded entrance, however the NPC is not responding and a Moogle is not spawning for me and some other players.

Have tried zoning/logging out and back in and it hasn't worked, have had this problem for a couple of days now and cannot procede with the storyline. I've already sent an in-game report but wanted to make it known here in case anyone else is having the same problem. Thank you.

Area NPC is located: East Shroud

We may or may not receive a response but you can check back at a later time to see if the quest npc has been fixed.
