Baderon Not Responding to Quests

Area and coordinates: Limsa Lominsa, Drowned Wench
Steps:

1. Completed first part of the Main Quest "Close to Home (Limsa Lominsa)".
2. Returned to Baderon and attempted to turn in quest, UI hotbars flickered for a moment but no further action was possible.
3. Subsequently completed the Quest "Rats on the Wharf".
4. Returned to Baderon and attempted to turn in either quest.
5. All conversation options regarding Quests reproduced the UI hotbar flicker effect. "Small Talk" option was available and proceeded as normal.
6. Attempts to fix the bug through attempts to level up or log out provided no change.
7. Was able to turn in quests to all other sources.
