I was having problems with this as well as ilvl78 war but I got it down now consistently.
First focus target garuda so u avoid her slipstreams as well as surpana's
Wicked wheel ALWAYS comes after surpana's Friction, and most likely just after the first teleport.
What I do is after that first teleport pop Vengeance and IB and have the sch throw un adlo or if whm SS at the teleport. With that u should have enough to survive.
Next comes the second wicked wheel's. These comes the same as the last one, after surpana's Friction. I use thrill of battle, foresight, conv and IB for these.

Then repeat and GG
