Thornmarch - Good King Moggle Mog is never summoned

I joined a random party for Thornmarch through the Duty Finder.

Around our third or fourth try, we downed all the moogles before phase 2 where they summon the king. The moogles proceeded to the center like normal however the last moogle (Ruffletuft Kupta Kapa?) was still laying on the floor and the Good King is never summoned.

We waited for a couple minutes before abandoning the duty.

Anyone else encounter this before?
