I think they just need a lot of Aetherite to be awoken. Though, I could be wrong. Also, if other FF games were a template for this, defeating them could make the Primal realize your strength and agree to help you to take down the person abusing them. This is pretty much how you gained summons in older FF games.
However, allowing us to summon full Primals causes a lot of issues with balance. They wouldn't be allowed to be up at all times like the current summons, so they'd have to be like a LB. Though, if it's an LB, how does it define which summon you get? Random would be pretty bad. If they made it so that it's random item they drop so you can summon them, the items would either be too limited that using it would be useless, or they'd drop so often that you'd just get a huge spam of primals, resulting in a huge nerf to that system.
The only way it would work, in my mind, is if they just turned them into skills with 5 second cast-time and 300 second cooldowns, and every time you summon one of them the other primals go into cooldown, too. All they would do is swoop in and use 1 special ability and leave (Shiva could use something that Binds, Heavy's and Slows and does moderate damage, while Ifrit just sets them on fire for a lot of damage and there could be one who just heals everyone for a pretty big amount with a regen effect and one who just buffs all our stats by 15% for maybe 20 seconds) leaving behind a little bit of destruction and a lot of nostalgia for old FF fans.
Balance is a huge issue, though. Balance is probably the reason we get the rubbish mini-primals in the first place.
