I give commendations to whoever I think the absolute worst player in the group was. It's like my own little suicide prevention plan and the baddies need some love too!
*Don't look at me like that. No one said it had to be for the best players.

I'm going to try and type this to the best of my ability w/o getting argumentative or biased towards the views and opinions of others.

I felt that the guy who healed 41K in a PVP match deserved a vote
See that mob with the red name, that I'm hitting? You should attack that too.tanks who mark targets

I give commendations to healers that keep the party alive when we derp, or the other DPS. Rarely do I give tanks commendations when I play DPS... Why? I get tired of the whole sit and spin, screw up positional DPS requirements tanks that can't sit still. And I already know everyone else will dump them on the tank, or the healer... So yeah.
I certainly don't give it out to people just for playing a tank or healer.
Even if there's a smooth run from start to finish I likely won't give anyone a vote because nobody usually stands out, not gonna reward someone for doing what they're supposed to do.
I might give it to people who try to be nice and/or explains tactics for the gang, when asked. (So that I don't have to!)

I give it to people who do a good job, or are nice. Except when it comes to WP, in that case I usually give it to the first person to say "Hi" hahah
My own grading system :P,
Tankers if they know how to give the markings well, +1 and hold agro. +3, unable to hold agro is a -3
DPS if they are very good at avoiding unnecessary deaths and damages, +3. I will also award DPS if we complete the dungeon faster than average time. +3, one death is -3
Healers if they are very good at keeping the party alive without any death and also able to time on how to deal damage. +3, one death is -1 but able to prioritize swiftcast raise gets +3.
Generally, any players that always be willing to guide first timers, or be the first to give advise to the raid like in CT, is also a +1 but if he does screw up in his job as a dps/healer/tank despite all the guidance then its -1.
Any players who are willing to wait for players who takes a short toilet break or disconnected receives a +1.
Any players willing to give up loot for a player who plays a different secondary character receives a +1.
Any impatient players who start attacking without waiting for a disconnected or toilet-break player, fails immediately.
Any players triggering flame wars, fails immediately.

tanks that listen if they are doing it wrong
people who ask nicely.
people who let me greed roll bard gear in CT.

I've noticed since commendations came out, I spend more time paying attention to the other players, since I want to look for a valid reason to vote for someone instead of just "They were the tank and we didn't die." The thing I reward most is effective use of abilities. Things like a healer who is able to pop into cleric's stance, lay down some DoTs, and pop back out to heal, or a DPS that uses their debuff abilities properly, or a tank using their cooldowns before a major attack.

I vote anyone who doesn't whine about me watching cutscenes and any healer my SMN doesn't have to keep ressing

"Alot" is not a word. Allot is but it's unlikely to be what you want, try "A lot".
