Either you're playing from the ISS or you're reading something wrong. Remember that 1000 millisecond = 1 second. 7000ms you might as well be watching a slideshow.
I agree the fight can be punishing for those who are not used to twitch-response games, and I have no doubt lag plays a part in some people's poor performance. But the whole "blame the lag" argument is so abused ("I only lag here and nowhere else in the game", "I normally dodge just fine, but that one mistake was because of a mysterious lag", "I totally dodged it the same way I dodged everything else, but it hit me anyway"...) you just stop caring after a while.
I don't think having a good reflex = skill, at least not in any way that actually makes the game more fun. I'd call Titan Extreme a "humility check" more than anything else. It is a fight that separates those who really drill down and find ways to beat him consistently and others who quickly dismiss their failure on something out of their control.
