Kick Disconnected Group Member Out = Fake Leader?

Just kicked a disconnected group member out of my party in WP who had disconnected a minute or so before the vote kick. After the kick I was party leader but had access to none of the party functions (as if I wasn't leader) and therefore couldn't replenish ranks / promote someone else to leader or anything.
