The quest icon shows it's a regular quest instead of story quest.
However, the mobs show the story quest icons.

Steps:
1. Follow the questline in patch 2.1
2. Obtain the quest All Things in Time from F'lhaminn
3. You can see that it's a regular quest, not a story quest
4. The mobs you fight however, do have the story quest icon
5. Turning in the quest shows a Story quest icon too.
