Been wondering about it as well... It happens more often than it doesn't... Hard to track your progress like that.
It happens all the time to me, but I don't know if you noticed but you don't actually have to close the entire achievement window, I just select the specific achievement I want to know about and click it open and closed and open and closed and open and closed until it shows me the stats. >.<

SE's servers need stress-free pills.
I really don't know why absolutely everything must be stored server-side. It really causes headaches, even with minor little things like this.
It would be difficult to show the achievement on Lodestone if they are not saved server-side.
And it would be chaotic for players who play on PC and PS3 if they are not saved server-side. You would need to do every achievement twice.
