Severe low download speeds for launcher updater

Im having severe download speed issues with the launcher and it's download speeds for updating my game. I have a 20mb down connection and im getting like 0.14 mbps download speed. I did a speed test and everything seemed to check out just fine so im wondering whats going on here and whats making this ridiculously slow.
