    Character Creation Restrictions

    Does anyone know if the character creation restrictions for Balmung are permanent (or as near to as that can be) or just a rolling thing on a day to day or hour to hour basis? I have a person who wants to come play but can't right now, I thought I had seen that we could make chars but haven't checked recently.

    I tell my friends to check about every 15-30 mins it can change. I've had friends that get "Server Full" then try again in a couple mins and get in.
