I've noticed this as well about garuda-egi and it is very annoying. Although I have this problem with garuda-egi more, I have also been having this problem with my other egi's as well. The animation or the attack won't go off and is put on that 5 minute cool-down. I hope this gets fixed along with that insanely long cool-down. It's incredibly upsetting and unforgiving.
