Fire II is typically not a good idea during dungeons for a few reasons. It will be noted that the reason you're taking hate is not because you're doing a lot of damage, but because you're hitting targets the tank is not actively attacking.

First, hitting multiple targets is actually a bad idea unless your tank asks you to (Some dungeon strategies use AoE attacks, but that's usually just for endgame speedruns). The reason is that it is MUCH easier for the tank to keep enmity on a single target than to keep enmity on all the targets, so focus on the same monster he's focusing on. If your tank is not marking targets, you should try targeting the tank and pressing T to target his target.

Another reason is that Fire hurts an individual target more than Fire II does. While Fire II does more damage overall, Fire will kill a single member of the pack faster. Less monsters attacking the tank means he survives better, which means the party survives better.

Also, another thing to note while I'm discussing enmity mechanics: During some boss fights, minions will be summoned. Even if the tank is only focusing on the main boss, it's your duty (Unless told otherwise) to switch to killing the minions. Usually the minions are tankable by a DPS, so don't worry if they attack you, just keep killing. However, everything else in the dungeon (The boss, and all the little monsters you fight outside of the boss rooms) should only be hitting the tank).
