Vote Kick Almost Useless

I'm saying this due to FC members having this issue.

The situation:

-They're in CT and get a tank who will just follow them and AFK waiting for treasure
-They vote kick the tank
-They attempt to replace the tank
-The SAME tank comes back, replacing himself (since kicking someone gives 0 wait timer)
-They're stuck with the AFK tank that they can't report (since it's not against TOS to be AFK according to GMs)


They really need to fix this. At least give a 15 minute penalty if you're booted. This will likely happen with any class that has fast / near instant cues (healer, tank).
