Recieving The Exact Same Daily Quests Every Day

When: Release of Patch 2.1 -> Present

I have accepted and completed beast tribe quests every day since 2.1 went live (excepting doing them within the ~6 hours between 2.1 going live and the allowances resetting), and every day I always get the exact same set of three quests, and I believe they are always in the exact same order. This applies to both Amal'ja and Sylph daily quests.

I will always get:

Not Who They Seem
Imperial Intruders
Magitek Menace
--
Smothering Instinct
Losing One's Tempered
Arms of the U

I've asked my FC and they claim to be getting variety in daily quests, and I've seen people using the quest mount so I know there's more quests than this, but all 4 days I've taken quests I always get the same set.

Edit: In addition, yesterday I tried *not* turning or even accepting "The Magitek Menace" quest to see if that would make a difference, but no, I recieved it again as usual today.
