This doesn't just affect melees who chase. It affects just about everyone no matter how close the target is.

I was chasing a bard as a monk, and my summoner friend was assisting. My melee animations got cancelled every time he jumped. The SMN was getting "spell interrupted" every time as well. He wasn't getting hit either. Nor LoSed or too far.

This is a full blown exploit and I encourage every one of you to take the time to report all of these cases.
