Crystal Tower Loot wasting resets

regardless of what it says, if you actually took a moment to think about it you would say "yeah i should prolly pass on this loot if i dont want it, because more than likely if i dont and ill get stuck with it, and ill get the loot lockout."

pretty sure they wouldnt implement a lockout just so people could bypass the system, by intentionally passing to someone who didnt roll.

2) I'm aware of that, and will only not pass immediately if I legitimately forget about the loot window. I was specifically arguing against people reading a meaning into the patch notes that isn't present. >_>
