Unable to complete Doubt Truth to be a Liar quest

I'm stuck 2/3 on this quest. The indicator on the map continues to show the red circle where the first fight is near the tower. Ended up abandoning it until it's fixed. It seems like there's quite a few quests that are bugged at the end of them preventing you from completing.
