Hate control is a terrible reason for this change. I can't read Square's mind, so I can't say you are wrong when you say that's what it is, but it's a stupid way to help whm hate. You don't lower hate via lowering throughput. Attach a small hate reduction to the HoT if that's your goal, or lower the CD on Shroud and rebalance the mana return, or give tanks a small boost in threat, or just leave it alone and let people who overheal too much learn via their mistakes.It only appears to be the same. Before (random) 1500 HP in 15 seconds. Now 1500 HP in 30 seconds. Except... the spare 15 seconds... would be another 1500 HP that are gone now. Old Medica was 2x as much in the same time frame. I think it was fixed just for hate control (for some people) because I'm not seeing myself dying any more than usual due to its reduction. Whms have adapted appropriately.

If your party needed the healing+HoT that old Medica 2 provided every 15 seconds, that is no longer an option, and this is a nerf.

There aren't too many times when I want to heal the group up over 30 seconds. There are plenty of times when I want to heal the group up faster than that.
Look at it like this: a healer has five resources at their disposal - party hp, personal mp, enmity deficit, time, and internal/external cooldowns. Medica 2 was a way to spend enmity deficit, personal mp and time for party hp. It still is, but the payout is much slower, and of all the resources, party hp is the one you can least afford to run out of. The change is survivable, but I don't have to like it.
That said, a 15 second holy stun is freaking ridiculous. You could cast new Medica 2 and if you Holy correctly, it would wear off right as the Holy stuns ended. Nearly 30 seconds of AoE stun would be flat out broken. I'd much rather lose the 40 Holy potency and keep old Med 2 than the other way around. It just means for every 5 Holys you would have casted you now need to cast a 6th, and honestly if I'm casting 5 Holys in a row I don't care either way about a 6th, because I have to be fighting a group which poses very little threat.
