leves of swiftperch still broken even though reported fixed

Hello I still have not been able to do levequests or guildhests because my leves of swiftperch quest will not let me continue due to the non existance of the trial leve in my journal. The cause of this issue was reported fixed months ago but they never fixed the issue that happens because of it. The npc will not refresh your leve and will still act as though you have it when you do not. I just simply either need this quest reset or to make it droppable and regetable.

the issue in question can apparently no longer occur but was able to happen during huge fits of server lag early on in the games release that made the initiate button not appear but istead an abandon button for the levequest

This was already an approved bug from my earlier report months ago but has never actually been fixed and the in game gm's say theres nothing they can do and no one on forums seems to want to do anything so any help would be appreciated.
i have also tried doing it with someone else in the party who needs it i am able to complete it through them but never turn it in
