Obey can only be used on enemy even for Scholar pets and other bugs

1) Obey requires an enemy to be targeted.
2) The pet stops following you while in Obey, so we have to macro Obey+Heel to do what once could be done only by Steady.
3) If pet dies and is resummoned we must use Obey (on enemy) + Heel again.
4) regular damage interrupts pet (not sure if it's a nerf and working as intended).

Possible fix
- Obey should be used regardless of target, OR Actions should be able to be commanded also in Steady stance.
- Pet should follow player in Obey without having to use Heel, OR Actions should be able to be commanded also in Steady stance.
- Resummoning pet shouldn't reset stance.
- Pet shouldn't be interrupded 100% of the time by normal attacks.
