Will those who have wasted tomes on Mytho Gear due to Allagan changes be refunded?

All Coil BIS are built around getting the exact amount of accuracy you need for 100% hit rate. Until 2.1 the widely accepted BIS for BLM (for Crit/Det, some people prefer Spell Speed based ones, but even that has the same issue, as it used Food in the first place to hit the Acc cap), is as follows:

SD Rod+1
Sorcerer's Petasos
Sorcerer's Coat
Sorcerer's Gloves
Allagan Rope Belt of Casting
Allagan Breeches of Casting
Allagan Boots of Casting or Sorcerer's Crakows
Hero's Necklace of Casting
Allagan Earrings of Casting
Hero's Bracelet of Casting
Hero's Ring of Casting
Allagan Ring of Casting

This gives you 440 Accuracy, just over the 435 (or so, I believe it may be 432 cap, I go with 435 to be safe) cap for Coil. Losing the boots puts you down to 425.

Remember this is 2.0. BIS changed in 2.1 as Garudas Ring gives 16 accuracy.

And no offence, but if you expect to get the accuracy cap just from the accuracy Sorcerer's Coat gives you, you have no idea what you're talking about.

You're forgetting food, which any player who does end game should be using 100% of the time. It can easily put you over the cap, especially if you're aiming for crit. Stuffed Cabbage/Devilled Eggs give you free acc. I didn't imply AF2 body was all you needed either, I'm saying that some builds don't even use it (I currently don't, because I have other priorities on gearing myself atm) and cap their accuracy perfectly fine.
Losing the boots and using Devilled Eggs would put you at 435 acc, which is perfect for the cap. So once again, you've built yourself wrong. Hell, if anything the Allagan Boots would have been better for you if they weren't reverted.

Actually no, Deviled Eggs HQ put you at 434, I tested it already. So you have to use Lava Toad Legs and then we come back to square one as Deviled Eggs are better food for BLM.

And nope. The New Allagan Boots were absolutely awful. Spell Speed is a useless stats as the speed advantage gained by it is lost as soon as you get interrupted or have to move. 21 Critical Hit Rate is worth far more than the 11 Determination.

Lol? Unless you have Scepter and EX Shield you pretty much have to use the AF2 body in Coil for the accuracy.

It's useless as you get interrupted and the advantage is gone. THEORETICALLY it's the best stat for us to get. But simple math, if you go 10 spells in a row (23secs) without being interrupted, it is then good. But that is never going to happen in end-game content.

64 acc from gear lol (Tip: you need 82). Completly destroying your own Int (-41) because of using Darklight/Crafted to make up the accuracy lost. That set is actually so bad I think you linked the wrong thing
