Everyone is falling over each other trying to get that commendation since there are special mounts you can get with them, and the DF is now full of helpful skilled people who would otherwise not DF thanks to roulette rewards. I agree you should be able to commend more than one.
The problem there is everyone can commend all 3 or 7 other people. While in some cases may be warranted, it's basically just a "preventing abuse" kinda thing I think. "I got my 500, time to be an arse in DF/DR again!"
