Is there a reason why you can't commend more than 1 person per dungeon run?

It's already not special to get one. Be a tank or healer, boom commendations just for existing, even if you're bad.

Really? Do you make it a habit if giving commendations to bad healers or tanks? Cause I don't. And I have gotten 0 in groups where I really did suck.
